The Clerk is the Registrar of Vital Statistics and is responsible for providing many types of certificates and licenses within the Township. Such certificates and licenses are for Birth, Death, Marriage, Civil Union and Domestic Partnership. Since 9/11, the State of New Jersey has put in place numerous regulations and requirements in order for you to obtain a certified copy of a vital record. Proof of relationship in reference to the record you are requesting may be necessary depending on the circumstance. Depending where the birth, marriage, civil union, domestic partnership or death occurred will determine where you need to apply for your vital record. You must include copies of two forms of identification such as :
Birth Certificate
A certified birth certificate that can typically be used for travel, passport, proof of citizenship, social security, driver’s license, school registration, personal identification and other legal purposes. Birth Certificates are available for events that occurred in Downe Township only.
First Copy: $8.00
Additional Copies: $5.00
Marriage Certificate
A certified copy of the marriage certificate. This is not a copy of the marriage license. Marriage license records are available for events that occurred in Downe Township only.

Death Certificate
A certified copy of a death record that can typically be used to obtain death benefits, claim insurance proceeds, notify social security and other legal purposes. Death Certificates are available for events that occurred in Downe Township only.

A Local Registrar may issue a certified copy of a vital record only to persons who establish themselves as the subject of the vital record, the subject’s parent, legal guardian or legal representative, spouse, child, grandchild or sibling if of legal age, to a State or Federal agency for official purposes or pursuant to a court order.
When applying for a Marriage License / Civil Union License if the bride, or groom, is a resident of New Jersey the license must be obtained from the Registrar of Vital Statistics in the municipality where either person lives. If both applicants is a non-resident of New Jersey, applicants must apply in the municipality in the State of New Jersey where the marriage will take place. For marriage license purposes, soldiers are residents of the posts at which they are stationed. A Marriage Certificate may be obtained from the local Registrar in the municipality where the ceremony occurred, or from the Office of the State Registrar of Vital Statistics.
